RANCHO MIRAGE, Calif. — The costly $787 billion spending bill that President Barack Obama signed into law soon after taking office boosted the economy and helped avoid another Great Depression, the White House said in a status report on Monday's fifth anniversary of the law's enactment.
Republican leaders in Congress took note of the anniversary, too, but argued that the bill spent too much for too little in return.
White House economic adviser Jason Furman said the American Recovery and Reinvestment Act made other targeted investments that will pay dividends for years to come.
By itself, the stimulus bill saved or created an average of 1.6 million jobs a year for four years through the end of 2012, Furman said in a White House blog post.
Half of the total fiscal support for the economy, or about $689 billion, from the recovery act and subsequent measures was in the form of tax cuts directed mostly at families. The remainder was spent on such things as rebuilding roads and bridges, preventing teacher layoffs and providing temporary help for people who lost their jobs or needed other assistance because of the poor economy.
The report said recovery act spending will have a positive effect on long-run growth, boost the economy's potential output and ultimately offset much of the law's initial cost.
More than 40,000 miles of roads and more than 2,700 bridges have been upgraded, nearly 700 drinking water systems serving more than 48 million people have been brought into compliance with federal clean water standards and high-speed Internet was introduced to about 20,000 community institutions.
"While these figures are substantial, they still nevertheless understate the full magnitude of the administration's response to the crisis," Furman wrote.
He noted that the report focused solely on the effects of fiscal legislation. It did not evaluate other administration policies that aided the recovery, such as stabilizing the financial system, rescuing the auto industry and supporting the housing sector.
Republicans were in less of a mood to celebrate.
"The 'stimulus' has turned out to be a classic case of big promises and big spending with little results," House Speaker John Boehner, R-Ohio, said in a written statement. "Five years and hundreds of billions of dollars later, millions of families are still asking 'Where are the jobs?'"
Senate Minority Leader Mitch McConnell, R-Ky., argued that Obama could put the nation's finances on a more solid footing and create jobs by taking steps to roll back regulations and finally approve the Keystone XL pipeline project from Canada to the Glf of Mexico.
"Five years later, the stimulus is no success to celebrate," said McConnell. "It is a tragedy to lament."
Furman said the economy is "undoubtedly in a stronger position" because it has grown for 11 straight months, although not at a pace that would be considered robust. Businesses have also added 8.5 million jobs since early 2010. Obama initially sold the stimulus as an investment that would produce a dramatic decrease in unemployment that ultimately did not materialize.
Unemployment remains high, at 6.6 percent in January, though it has fallen considerably since reaching double-digit highs early in Obama's administration. Some of the decline, however, is due to people dropping out of the workforce. People aren't considered unemployed if they aren't looking for work.
"While far more work remains to ensure that the economy provides opportunity for every American, there can be no question that President Obama's actions to date have laid the groundwork for stronger, more sustainable economic growth in the years ahead," Furman said.
Obama planned to discuss the economy Tuesday at a suburban Washington distribution center for the Safeway grocery store chain. On Wednesday, Vice President Joe Biden will mark the recovery act's fifth anniversary during a visit to America's Central Port in Granite City, Ill.

U.N. report tells of 'unspeakable atrocities' in North Korea

GENEVA, Switzerland, Feb. 17 (UPI) -- North Korea commits crimes against humanity, including "murder, enslavement, torture, imprisonment, rape, forced abortions," says a U.N. report released Monday.
The report from Geneva, Switzerland, by the U.N. Commission of Inquiry on Human Rights in the Democratic People's Republic of Korea called on the international community to act and get the International Criminal Court involved, the United Nations said in a release.
"The gravity, scale and nature of these violations reveal a state that does not have any parallel in the contemporary world," the three-person commission said in the report on its 11-month inquiry.
"These crimes against humanity entail extermination, murder, enslavement, torture, imprisonment, rape, forced abortions and other sexual violence, persecution on political, religious, racial and gender grounds, the forcible transfer of populations, the enforced disappearance of persons and the inhumane act of knowingly causing prolonged starvation," the report said.
"Crimes against humanity are ongoing in the Democratic People's Republic of Korea because the policies, institutions and patterns of impunity that lie at their heart remain in place."
The report included evidence provided by victims and witnesses, including the treatment of political prisoners, some saying they sometimes caught snakes and mice to feed malnourished babies while others told of witnessing family members being killed in prison camps.
"The fact that the Democratic People's Republic of Korea ... has for decades pursued policies involving crimes that shock the conscience of humanity raises questions about the inadequacy of the response of the international community," the report said. "The international community must accept its responsibility to protect the people of the Democratic People's Republic of Korea from crimes against humanity, because the government of the DPRK has manifestly failed to do so."
The report said North Korea, which has rejected the inquiry as a "charade," showed attributes "of a totalitarian state."
"There is an almost complete denial of the right to freedom of thought, conscience and religion, as well as of the rights to freedom of opinion, expression, information and association," the report said.
"The unspeakable atrocities that are being committed against inmates of ... political prison camps resemble the horrors of camps that totalitarian states established during the 20th century. The institutions and officials involved are not held accountable," the report said. "Impunity reigns."
The U.N. report estimated 80,000-120,000 political prisoners are detained in four political prison camps, where, it said, deliberate starvation has been used for control and punishment.
The report includes a letter summarizing the most serious findings that commissioners sent to North Korea's leader, Kim Jong Un. The letter said the commission would recommend referral of the situation in the North Korea to the International Criminal Court "to render accountable all those, including possibly yourself, who may be responsible for the crimes against humanity referred to in this letter and in the commission's report."
Longtime North Korea ally China, a permanent member of the U.N. Security Council, can exert its veto power to prevent a referral to the International Criminal Court, the Wall Street Journal reported.
"We think that it will not contribute to improving a country's human-rights situation by resorting to the International Criminal Court to address the human-rights issue," Chinese Foreign Ministry spokeswoman Hua Chunying said.
Since it was created in 2013, the commission examined satellite imagery and took evidence and testimonies from more than 100 victims, witnesses and experts on North Korea, CNN said.
Witnesses said death was common in prison camps.
"Because we saw so many people die, we became so used to it," one prison camp survivor told the commission. "I'm sorry to say that we became so used to it that we didn't feel anything. In North Korea, sometimes people on the verge of dying would ask for something to eat. Or when somebody died we would strip them naked and we would wear the clothes. Those alive have to go on, those dead, I'm sorry, but they're dead."
Another survivor of how a female prison camp inmate was forced to pick up her crying newborn baby and put its face under water until the cries stopped and a water bubble formed from the newborn's mouth, CNN reported.

Obama warns Uganda over anti-gay law

President Barack Obama has warned Uganda’s President Yoweri Museveni that enacting an anti-gay law would complicate relations with the US.
Under the proposed legislation, those convicted of homosexual acts could face life imprisonment.
The law would also make it a crime not to report gay people.
Mr Museveni last month refused to sign the bill but on Friday indicated that he would approve it shortly, after receiving scientific advice.
Government spokesman Ofwono Opondo said a team of Ugandan scientists asked by the president for a report on homosexuality had told Mr Museveni that “there is no definitive gene responsible for homosexuality”.
He told the AFP news agency this meant “homosexuality is not a disease but merely an abnormal behaviour which may be learned through experiences in life”.
Mr Opondo said the president was under strong domestic pressure to sign the bill.
The private member’s bill originally proposed the death penalty for some offences, such as if a minor was involved or the perpetrator was HIV-positive, but that clause has been dropped.
Uganda already has legislation banning gay sex between men, but the proposed law sharply tightens restrictions – and covers lesbians for the first time.
Promotion of homosexuality – even talking about it without condemning it – would also be punishable by a prison sentence.

The US is one of Uganda’s largest foreign aid donors, and in 2011 a small number of American troops were sent to help the Ugandan military fight the rebel Lord’s Resistance Army.
But President Obama, who once referred to the proposed law as “odious”, says this relationship would become more complicated if it is approved, describing it as an affront, and a danger to, Uganda’s gay community.
America’s National Security Adviser, Susan Rice, said on Twitter that she spoke at length with the Ugandan President Museveni on Saturday night to urge him not to sign the bill.
President Obama’s statement didn’t limit criticism to Uganda, noting an increase in reports of violence and harassment of homosexuals from Russia to Nigeria.

A month ago, President Museveni refused to approve the controversial bill after it had been passed by parliament.
At the time, his spokesman said that the president believed that gay people are sick but that he did not believe they should be killed, or jailed for life.
“What the president has being saying is that we shall not persecute these homosexuals and lesbians. That is the point,” said Tamale Mirudi.
Mr Museveni has been trying to reach a compromise with MPs, because if he refuses to sign the bill, parliament can still force it through with a two-thirds vote.
In a letter written to the parliamentary speaker when he blocked the bill in January, he disputed the view that homosexuality was an “alternative sexual orientation,” reasoning that “You cannot call an abnormality an alternative orientation. It could be that the Western societies, on account of random breeding, have generated many abnormal people.”

Jeshi limesema katika taarifa yao kuwa Majeshi ya usalama yataendelea kutumia nguvu kadri ya uwezo wao kuhakikisha kuwa operesheni yao dhidi ya magaidi hao inafanikiwa.
Wakati huohuo wanajeshi wanadhibiti ilinzi wa maeneo ambayo yanakabiliwa na tisho la mashambulizi pamoja na kutumia vifaa vya elektroniki kudhibiti usalama.
Wanajeshi wamefanikiwa kuwakamata baadhi ya washukiwa wa mauaji ya hivi karibuni na kupokonywa silaha huku wakisubiri hukumu.

Kashim Shettima amesema hayo alipokutana na kufanya mazungumzo na Rais Goodluck Jonathan wa nchi hiyo na kusisitiza kwamba, wanamgambo wa Boko Haram wana nguvu na wamejizatiti zaidi kuliko hata jeshi la nchi hiyo.
Ameongeza kuwa, ni vigumu kwa jeshi la Nigeria kuweza kuwashinda na kuwasambaratisha wanamgambo wa Boko Haram. Hivi karibuni kundi la Boko Haram lilifanya mashambulio makubwa katika jimbo la Borno na kuwauwa kwa akali watu 100.
Harakati za kundi la Boko Haram zimekuwa zikiinyima usingizi serikali ya Rais Goodluck Jonathan wa Nigeria ambaye sasa anakabiliwa na mashinikizo ya kila upande kutokana na serikali yake kushindwa kulitokomeza kundi hilo.

As a country and a people, the United States has consistently stood for the protection of fundamental freedoms and universal human rights. We believe that people everywhere should be treated equally, with dignity and respect, and that they should have the opportunity to reach their fullest potential, no matter who they are or whom they love.
That is why I am so deeply disappointed that Uganda will shortly enact legislation that would criminalize homosexuality. The Anti-Homosexuality Bill in Uganda, once law, will be more than an affront and a danger to the gay community in Uganda. It will be a step backward for all Ugandans and reflect poorly on Uganda’s commitment to protecting the human rights of its people. It also will mark a serious setback for all those around the world who share a commitment to freedom, justice and equal rights.
As we have conveyed to President Museveni, enacting this legislation will complicate our valued relationship with Uganda. At a time when, tragically, we are seeing an increase in reports of violence and harassment targeting members of the LGBT community from Russia to Nigeria, I salute all those in Uganda and around the world who remain committed to respecting the human rights and fundamental human dignity of all persons.

NIC Bank Tanzania watapata kiasi cha shiling bilioni 8.5/- kama nyongeza ya mtaji kutoka kwa wanahisa ili kuongeza ufanisi katika shughuli za kibenki kama vile utoaji mikopo kwa wajasiliamali wadogo na wakati (SMEs).
Ongezeko hilo la bilioni 8.5/- litatolewa kwa awamu mbili kutoka kwa wanahisa wa NIC Bank Kenya na tayari bilioni 5.8/- zimeshatolewa toka mwezi desemba 2013.
Vile vile kuna ongezeko la shilingi bilioni 2.7 kutoka kwa kundi la wanahisa kutoka NIC Tanzania ambapo kabla ya Juni 2014 watakuwa wameshamaliza kutoa kiasi chote kitachotakiwa.
Mkurugenzi Mtendaji wa benki ya NIC Tanzania Pankaj Kansara alisema kuwa wameamua kuongeza mtaji ikiwa ni katika mikakati ya kuboresha huduma za kibenki na vile vile kuweza kutoa mikopo kwa ufanisi kwa wajasiliamali wadogo na wa kati.
Kansara alisema kuwa benki ya NIC Tanzania ni benki yenye kutoa fursa katika kukuza biashara, miundombinu ya miradi mbali mbali na kuboresha mifumo ya biashara ambapo imeweza kusaidia kuvutia uwekezaji wa kigeni wa moja kwa moja na kuchochea ukuaji wa wajasiliamali wa kati na wadogo.
“Mpango huu wa kuongeza mtaji wetu ni sahihi sana kwani utaweza kutuwezesha kuongeza mikopo kwa soko Tanzania katika kuongeza ufanisi na utowaji wa mikopo kwa wajasiliamali wadogo na wa kati na vile vile katika makundi, ” alisema
NIC Bank Tanzania imeongeza mtaji wake baada ya kutoka shilingi bilioni 30 kwa mwaka 2009 hadi bilioni 180 / – mwaka 2013, ambapo ni asilimia 43 ya pato la ukuaji wa mtaji.
NIC Bank Tanzania imeongeza mtaji wake baada ya kutoka shilingi bilioni 30 kwa mwaka 2009 hadi bilioni 180 / – mwaka 2013, ambapo ni asilimia 43 ya pato la ukuaji wa mtaji.

Huyo ni kutoka kaskazini mwa Ethiopia kabila ya Afar full unywele, ni tofauti na hiyo njemba ya juu yenye kipilipili lakini wote ni wa Ethiopia.

NITAWASHANGAA WAJUMBE ZANZIBAR KUPINGA SERIKALI TATU’
"Nitasha- ngaa sana iwapo wajumbe wa Baraza la Wawakilishi Zanzibar wataupinga mfumo wa Serikali Tatu..."Ali Saleh.
Kamishna wa Tume ya Mabadiliko ya Katiba, Ali Saleh amesema atawashangaa wajumbe wa Baraza la Wawakilishi Zanzibar (BLW), iwapo watapinga mfumo wa Serikali tatu uliopendekezwa katika Rasimu ya Pili ya Katiba.
Akizungumza mwishoni mwa wiki kwenye semina maalumu ya kujadili rasimu ya pili ya Katiba iliyofanyika kwenye Ukumbi wa Taasisi ya Kiswahili na Lugha za Kigeni na kuhudhuriwa na makamishna sita wa Tume ya Mabadiliko ya Katiba, Zanzibar, alisema mfumo wa Serikali mbili unaotetewa na CCM umeshindwa kutatua kero za Muungano kwa miaka 50 iliyopita na hakuna njia mbadala zaidi ya kujiondoa katika mfumo.
"Nitashangaa sana iwapo wajumbe wa Baraza la Wawakilishi Zanzibar wataupinga mfumo wa Serikali Tatu, kwa kuwa muda mrefu wamekuwa wakizungumza jambo hilo hata kulipendekeza kama ufumbuzi wa kudumu," alisema Saleh ambaye kitaaluma ni mwanasheria.
Alisema mambo yasiyokuwamo katika orodha ya mambo ya Muungano yamekuwa na wakati mgumu kwa miaka 50 na Zanzibar kushindwa kunufaika moja kwa moja, huku upande wa pili wa Muungano ukinufaika nayo.
Hata hivyo, Mwakilishi wa Viti Maalumu na Makamu Mwenyekiti wa UWT Zanzibar, Asha Bakari Makame alisema hakubaliani na madai ya Saleh kuwa mapendekezo ya wawakilishi ni mfumo unaopendekeza Serikali tatu.
Asha alisema hakumbuki iwapo wawakilishi waliwahi kutoa pendekezo la pamoja na kuunga mkono Serikali tatu na kuwa haipaswi kutiliwa maanani.
"Sikubaliani na dai la Kamishna Saleh...Naomba afute usemi wake na kutuomba radhi," alisema Bakari.
Alisema hakukuwa na haja ya kuendelea kufanyika makongamano, warsha wala semina kwa kuwa kazi ya Tume ya Mabadiliko imegota ukingoni baada ya kukusanya maoni ya wananchi na kuandika Rasimu ya pili ya Katiba.

CHADEMA WATOA SIKU TATU RAIS KIKWETE KUFUTA KAULI YAKE
Rais Jakaya Kikwete ametakiwa kufuta kauli yake ya kuwataka wana CCM kuacha unyonge na kujibu mapigo dhidi ya upinzani na ametakiwa kuomba radhi ndani ya siku tatu, vinginevyo suala hilo litafikishwa jumuiya za kimataifa.Rais Kikwete alitoa kauli hiyo wakati wa kufunga Mkutano wa Halmashauri Kuu ya chama hicho Mjini Dodoma mwishoni mwa wiki iliyopita, ambapo Chadema wanaitafsiri kama kielelezo cha kuvuruga amani ndani ya nchi.
Kwa majibu CCM kupitia Katibu wa Itikadi na Uenezi wa CCM, Nape Nnauye alisema kamwe hawatafanya hivyo.
“Kauli aliyoitoa Rais Kikwete ni ndogo na kutokana na vitendo vinavyofanywa na viongozi na wanachama wa Chadema kuvuruga amani nchini,” alisema na kuongeza kuwa dawa ya moto ni moto.
Mkurugenzi wa Mafunzo na Operesheni wa Chadema, Benson Kigaila alisema kuwa Rais Kikwete anatakiwa kufuta alichokizungumza ndani ya siku tatu kuanzia jana, vinginevyo watalifikisha suala hilo mbele ya jumuiya ya kimataifa kama sehemu ya malalamiko yao.
Alisema kuwa Rais Kikwete ni Amiri Jeshi Mkuu, na alihoji kwanini awatake WanaCCM kujibu mapigo dhidi ya wapinzani badala ya kuacha hatua za kisheria zikafuatwa kwa kutumia vyombo husika ambavyo ni polisi na majeshi na mahakama.

BENKI YA NMB YADHAMINI MKUTANO MKUU WA MAKAMANDA WA POLISI MOSHI
NMB yatoa Udhamini wa shilingi milioni 75 kuwezesha kufanikisha mkutano huu utakaodumu kwa muda wa wiki moja
- Mkutano utajumuisha makamishna, makamanda wa mikoa ya Tanznia Bara and Visiwani
BENKI ya NMB imetoa kiasi cha shilingi milioni 75, kudhamini mkutano mkuu wa siku sita wa Maafisa wa Jeshi la Polisi nchini unaoendelea katika chuo cha taaluma ya Jeshi la Moshi (MPA), Mkoani Kilimanjaro.
Mkutano huo ambao unajumuisha makamishna, makamanda wa mikoa ya Tanzania bara na Visiwani pamoja na maafisa wakuu waandamizi wa Jeshi hilo kutoka Makao makuu, ulizinduliwa na Naibu Waziri wa Mambo ya Ndani, Mhe.Pereira Sirima.
Naibu waziri wa Mambo ya ndani, Pereira Sirima akiwasili katika viwanja vya chuo cha taaluma ya polisi Moshi (MPA), mkutano mkuu wa Jeshio la Polisi mkoani Kilimanjaro, mkutano huo unadhaminiwa na NMB.
Naibu Waziri katika picha ya pamoja na wadau wa Jeshi la Polisi wakiwemo wadhamini wa mkutano huo benki ya NMB.

Susan Shuma na Meneja Mawasiliano Bi. Josephine Kulwa.Akizungumza katika uzinduzi huo, Meneja wa NMB, kanda ya Kaskazini, Bi. Vicky Bishubo, alisema udhamini huo unajumuisha usafiri wa mabasi kwa washiriki wote kutoka mikoa yote ya Tanzania bara na Visiwani, pamoja na maandalizi ya mkutano huo.
Alisema pamoja na hayo, NMB imetoa Kompyuta mpakato nne zitakazowezesha mipango ya Jeshi ya kupambana na Uhalifu wa Mitandao, Mikoba, Notebook na kalamu za kutosha.
